Fourteen councils express interest in community lottery

Fourteen Scottish councils have expressed interest in taking part in a community lottery, with a number of others wanting to be kept informed of progress.

Council lotteries offer the potential to generate income for distribution to ‘good causes’ – normally via local community and voluntary groups. This can link to existing local mechanisms such as participatory budgeting.

In response to the interest, the Improvement Service will now:

  • develop a generic business case that can be tailored for local use
  • liaise with Scotland Excel around the procurement process
  • seek to have initial discussions with small number of potential suppliers
  • talk to the Gambling Commission about their requirements.

We have also arranged a meeting of all interested councils on 26th March (venue tbc) to discuss the next steps. If you want more information, please contact Gerard McCormack at
