Bob has a strong track record in policy development and capacity building in local government. His hands-on experience was in managing large capital budgets and multi-professional teams for leading edge urban renewal and waste management programmes.

In 1990 Bob became the UK's first Environmental Co-ordinator. He co-founded the national support network for Environmental Co-ordinators and, as well as promoting inter-agency working across North West England, was an expert advisor to the Local Government Association on sustainable development, planning and EU environmental policy.

Bob joined COSLA in 1999, to help councils meet the challenge of preparing Local Agenda 21 strategies. In 2001 he was appointed Head of Policy for the development, transport, economic and environmental portfolio. In 2003 he became a Corporate Advisor and led key initiatives on health and social policy, before taking a secondment to the Scottish Executive in 2005 to pave the way for Single Outcome Agreements.

In 2007 Bob joined the Improvement Service as the Outcomes Programme Manager, on secondment from COSLA, to help equip councils for the implementation of Single Outcome Agreements. Bob also manages the Improvement Service's Sustainable Development programme.
