Bob's expertise is in policy development and capacity building in local government. His hands-on experience was in managing urban renewal and waste management programmes. In 1990 he became local government's first Environmental Co-ordinator. He co-founded the UK support network for Environmental Co-ordinators, supported inter-agency and cross-sectoral partnerships across North West England, and was an advisor to the Local Government Association on sustainable development, planning and environmental policy.

Bob joined COSLA in 1999, to help ensure that all Scottish councils successfully met the challenge of preparing Local Agenda 21 sustainability strategies by 2000. In 2001 he became Head of Policy for the development, transport, economic and environmental portfolio. In 2003 he became a Corporate Advisor and led key initiatives on health and social policy, before taking a secondment to the Scottish Executive in 2005 to pave the way for Single Outcome Agreements. In 2007 Bob left the Scottish Government and joined the Improvement Service, on secondment from COSLA, to help build capacity in councils and Community Planning Partnerships for the development and delivery of their SOAs.
