Emma heads the Planning Development Programme, funded by the Scottish Government, to support improved skills and knowledge development for staff in planning services, and for elected members with planning responsibilities.
Emma is a chartered Town Planner with experience of the planning system in both the public and private sectors.
Prior to joining the Improvement Service, Emma worked in strategic planning in Glasgow and the Clyde Valley and for a leading environmental consultancy. She spent the first five years of her career working in the Scottish Executive's Planning Divisions, where her responsibilities included developing national planning policy and advice and organising and monitoring internal training and skills development. She recently spent nearly two years on secondment with the Scottish Government working on national planning policy.
