Mark leads the Governance and Performance Management Team which delivers elected member development and support to the development of Single Outcome Agreements. The team also develops and promotes performance management and the Public Service Improvement Framework, Collaborative Gain and the Equalities and Sustainabilities Programme.

Prior to joining the Improvement Service, Mark was the Director of Research and Post Graduate Studies in the Scottish Local Authorities Management Centre (SLMAC) at the University of Strathclyde. During almost 10 years at SLAMC, Mark gained an in-depth knowledge of Scottish local government and worked with many Councils on commissioned consultancy projects and management development programmes.

At SLAMC Mark also led many research projects, including The Impact of Devolution on Scottish Local Government (funded by the Joseph Rowntree Foundation) and The Impact of Increased Public Participation on Scottish Local Authorities (funded by the Scottish Parliament). He has published widely within academic journals and has presented to many UK and international conferences on a range of topics relating to local government.

Mark graduated from the University of Strathclyde in 1989 with a BA (Hons) in Politics, and a PhD in Politics in 1994.
