Access to Learning (A2L) is the Improvement Service's free electronic resource hub. It offers a wide range of downloadable resources designed to enhance staff development across Scottish local government. It contains resources aimed at many different areas that can be downloaded, edited, then used on your council's learning management systems. Resources are produced by councils themselves, by the Improvement Service, or by a wide range of other organisations.

Accessing A2L
A2L is aimed at learning and development managers or managers involved in training local government staff. Many across Scottish local government already have access - contact your head of HR to find out who in your council already has A2L or email us to register for access yourself.
Resources available on A2L
Resouces are available on diverse subjects such as Community Engagement and Co-production, Public Sector Context and Trends, Workforce Planning, Project and People Management, Leadership and Financial Management.
Resources include e-learning modules, presentations, workbooks, articles, web links, briefing notes and case studies.

A2L is a library which stores resources that can be downloaded whenever you need them. Once a resource has been downloaded, it can be manipulated in any way you wish - printed, emailed or uploaded onto another learning management system (LMS).
Resources come from a range of sources, including many from councils themselves.
The e-learning modules on A2L are SCORM-compliant and fully downloadable, and - using the 'request function - are fully editable for those using Brightwave's authoring tool.
Authorities that do not have a Brightwave LMS can upload the modules to any other SCORM-compliant LMS or (with limited functionality) to their website.
The A2L community of practice
The A2L community of practice is an online space where users can connect with each other. Here, members request materials, share ideas, get advice from colleagues across Scotland and learn of a wide range of learning and development activities.
What is the Improvement Service's role?
The Improvement Service works in partnership local authorities. Its role is to facilitate the sharing of resources to support learning and development needs. Although it has developed some of the resources available on A2L, ultimately its role is the facilitation of sharing between councils.
