Our library contains documents held on the Improvement Service site and within the communities of practice supported by the Improvement Service, together with links to documents held elsewhere. A list of websites which also hold publications and information useful to those working in local government is available in our Information Resources section.

User of the IS site are invited to submit documents that they think will be of value to other site users. Please note that you must be a registered Improvement Service user and logged in if you wish to submit a new document. Documents submitted will not appear on the site immediately but will be subject to approval by our editorial team.

NOTE: please ensure that the name of the file you are about to upload does not contain non-standard characters e.g. backslashes (\), forward slashes (/), apostrophies, commas etc as these characters can cause problems when trying to store your file in the document library. If your filename does contain any of these characters then please rename your file BEFORE uploading.

FILENAMES: if you encounter file upload error stating that the filename already exists elsewhere in the document library then, rename the file you are attempting to upload and then, in step 3 of the upload process, you can enter what you want as the title for the document.

The Framework and Guidance Notes for the 2007- 8 Efficiency Statements were issued by COSLA to Local Authority Chief Executives and Directors of Finance. They were issued at this point to ensure Councils have the Notes in good time for preparing their Statements and also as a reminder that COSLA will require to provide the aggregate figure for cashable efficiencies achieved by Local Government for 2007/08 to Scottish Government by end of August 2008. The notes are broadly the same as those issued for the 2006/07 Statements with only a few minor amendments.

A report on property asset management across Scottish local authorities. The report is based on data from 30 of the 32 councils in Scotland. The study focused on three main aspects of property asset management:

  • the arrangement councils have in place for the corporate planning andmanagement of property assets.
  • the core information councils hold on their property assets including the volume of assets they hold; the condition of those assets; the 'fitness for purpose'/suitability of those assets; and the value.
  • the arrangements in place for accounting for assets and the performance of assets in supporting delivery of services and strategic objectives.
The improvement bulletin series focuses on key issues of relevance to local government improvement in Scotland. They highlight recent news, publications, case studies, research and information on particular issues.  Each bulletin deals with a specific aspect of local government improvement, depending on what's topical at the moment. This month the bulletin focuses on asset management. 
The Audit Scotland report on the Efficient Government Initiative has found a commitment to improve efficiency, but says the Executive needs to do more to provide assurance on the levels of savings and their impact on service delivery.

Outline of how "systems thinking" provided a solution to escalating costs and waste in hospitals.
