West Lothian Council was a 'Pathfinder' for the public service reform agenda. It's aim was to develop a Single Outome Agreement that provided the Scottish Government with enough confidence in the Council's delivery against the agreement that the Scottish Government would allocate its finance as a one-off budget. The element of the Single Outcome Agreement which is the subject of this study covers health improvement for the Council and Community Health and Care Partnership. The Council wants the outputs from this work to dovetail with collaborative health improvement priorities and outcomes of the Community Planning Partnership.
