This sub programme will deliver a national, voluntary Entitlement Card scheme and a single platform for the wider development of smartcard technology across Scotland.

Benefits to the customer:

  • The introduction of a single Entitlement Card (smartcard), which can replace the many and incompatible schemes that currently exist.
  • Through the application process, citizens’ consent for data sharing will be recorded. This consent will enable the joining up of local authority back office systems to share data. Citizens will only have to provide change information once and the change will take place across all systems
  • Once councils transfer other services onto the card, for example leisure or library membership, customers will only be required to carry one card.
National Entitlement Card (NEC) Forum

To support the NEC Forum, the NEC team has launched http://www.entitlementcard.org.uk/ as a means of providing NEC practitioners within all councils with the latest information about the programme. The site also holds a discussion board, providing an opportunity for all practitioners to communicate with each other about any aspect of the programme.

Full Forum members now have their log-in details and the team is rolling out access to Supplier Members who have been invited to participate. Roll out of Forum membership will also be carried out for Associate members who are still to be agreed by the Forum itself.
