This report from Local Government Improvement and Development (LGID), nef and the National Mental Health Development Unit presents the findings of a project on the role of local government in promoting the wellbeing of individuals and communities. It draws on the latest evidence from the field of wellbeing research and the practical experience of local authorities to provide a guide to further action across the levels and functions of local government. It explains the latest thinking on wellbeing, and how this applies to the role of local government, sets out how action can be taken to promote wellbeing at different levels of government and considers how local government can start or build on work to promote wellbeing.

West Lothian Council was a 'Pathfinder' for the public service reform agenda. It's aim was to develop a Single Outcome Agreement that provided the Scottish Government with enough confidence in the Council's delivery against the agreement that the Scottish Government would allocate its finance as a one-off budget. The element of the Single Outcome Agreement which is the subject of this study covers health improvement for the Council and Community Health and Care Partnership. The Council wants the outputs from this work to dovetail with collaborative health improvement priorities and outcomes of the Community Planning Partnership.
