Final summary report from the outcome budgeting project. The aim of the project was to review the potential for outcome budgeting in the Scottish public sector, supporting Community Planning Partnerships (CPPs) to understand how their budget decisions affect the delivery of their Single Outcome Agreement (SOA) outcomes. During the course of the project this initial aim led us to focus on how effectively resource management and the delivery of activity are focused on achieving improved outcomes.
This report from the Chartered Institute of Housing reviews the first Single Outcome Agreements (SOAs) for 2008/09 in order to determine their coverage of and commitments to a range of housing issues. It looks at homelessness services funding, funding priorities, health and homelessness, and the Supporting People initiative. It also addresses new house building, delivering on neighbourhood quality ratings, and plans around older people and care at home.
Summary of a report which set out to identify relevant datasets and test their utility as information bases to support outcome agreements and an outcome focussed approach to performance management. The summary lists all the datasets examined in the main report  and includes information on their relevance to local authorities and whether the datasets can be broken down at council level. Comments are also made about some datasets that would support councils in setting outcome targets but are available only at a national level and not at a local authority level.
This report sets out to identify relevant datasets and test their utility as information bases to support outcome agreements and an outcome focussed approach to performance management. The datasets have been identified to correspond to the five strategic objectives highlighted by the Scottish Government: Wealthier & Fairer; Healthier; Safer & Stronger; Smarter; Greener.
