The Project Board responsible for the ongoing development of the Menu of Local Outcome Indicators is keen to maintain an awareness of developments that are planned for various data. This grid provides a brief overview of data developments that are known about and which may impact on the availability of outcome indicators. We would appreciate if anyone who is aware of other potentially relevant data developments would contact the project (andrew.mcguire@improvementservice.org.uk) to provide an update.

SOA Guidance for 2009 - 10
This toolkit helps local authorities (and their partners) develop a rationale, scope and delivery plan for setting up or developing a local information system.  Equally those authorities already with a local information system in place can use the tool to appraise the development of their local information system to date and when reviewing the existing processes and structures in place to support the local information system.
This document presents the additional guidance notes contained within the 'Local Systems Development Tool' in a printable format.  It does not present the full content of the tool, and should be read in conjunction with the tool, rather than in isolation.
Version 3 of the Menu of Local Outcome Indicators has been developed to assist Community Planning Partnerships with the review or development of their Single Outcome Agreements, which are to be presented to the Scottish Government by the end of February 2009. This Menu is grounded in the indicators deemed by Councils and CPPs to be most practically useful at present to measure local outcomes, based on the frequency with which indicators were used in the first phase SOAs. Most of the indicators in this Menu featured in versions 1 and 2 of the Menu of Local Outcome Indicators published in February and October 2008. The key changes between versions 2 and 3 are outlined in the introduction to this document.
The supplementary note is intended to provide an update of developments concerning outcome based approaches. This note is a supplement to the Guidance issued in September 2008 which sets out the main requirements of Public Bodies and Government in developing an outcomes approach.

The letter sets out the approach to SOA annual reporting as agreed by the Concordat Oversight Group, the components of the report and includes a template for capturing information on progress against outcomes.

Good practice advice note on governance and accountability sent to the chief executives of all organisations involved in the formation of Single Outcome Agreements.
Set of key messages issued with the Single Outcome Agreements 2009 Guidance. The messages have been created to enable those involved in the outcomes process to project progress, success and future development in a consistent and enthusiastic manner.
Guidance for Community Planning Partnerships which are either reviewing or developing their Single Outcome Agreements for agreement with the Scottish Government for 2009-10 onward. SOAs agreed between CPPs and the Scottish Government in 2008 should now be reviewed to take account of this Guidance, of learning from that first phase, and of information now available for 2007-08. The Guidance provides an outline of the SOA and explains the links to the Scottish Government's National Performance Framework. It also provides a format and a template for the presentation of the SOA, as well as an annex explaining the key terms used in the Guidance.
