Our library contains documents held on the Improvement Service site together with links to documents held externally. A list of websites which also hold publications and information useful to those working in local government is available in our Information Sources section.
Users of the IS site are invited to submit documents that they think will be of value to other site users. Please note that you must be a registered user of the Improvement Service website and logged in if you wish to submit a new document. Documents submitted will not appear on the site immediately but will be subject to approval by our editorial team.

Guidance for Community Planning Partnerships which are either reviewing or developing their Single Outcome Agreements for agreement with the Scottish Government for 2009-10 onward. SOAs agreed between CPPs and the Scottish Government in 2008 should now be reviewed to take account of this Guidance, of learning from that first phase, and of information now available for 2007-08.
The Guidance provides an outline of the SOA and explains the links to the Scottish Government's National Performance Framework. It also provides a format and a template for the presentation of the SOA, as well as an annex explaining the key terms used in the Guidance.

This package is designed to provide information and assistance to Scottish Local Government on the development and submission of their Single Outcome Agreements (SOA) to Scottish Government. The package provides an outline of the Single Outcome Agreement and its component parts and explains the links between the SOA and the Scottish Government National Performance Framework. It also provides formats and templates for the development and recording of the SOA itself, as well as a glossary of relevant terms. And importantly, it lists the Menu of Local Indicators that have been agreed to date for Councils to draw on in developing their own SOA.
