Our library contains documents held on the Improvement Service site together with links to documents held externally. A list of websites which also hold publications and information useful to those working in local government is available in our Information Sources section.

Users of the IS site are invited to submit documents that they think will be of value to other site users. Please note that you must be a registered user of the Improvement Service website and logged in if you wish to submit a new document. Documents submitted will not appear on the site immediately but will be subject to approval by our editorial team.

An introduction to the West Lothian life stages outcome planning programme, which uses a life stage approach to planning and delivering interventions to tackle social equalities and build successful communities.
This paper looks at the issue of ‘mainstreaming’ and considers how Community Planning Partnerships can mainstream effective poverty and community regeneration programmes. It considers what we mean by the term and Scotland’s history of ‘ring fenced funds’. It sets out two approaches: refocusing budgets and services to become more effective and adapting service approaches. Case study examples are given from West Lothian Community Planning Partnership.
Paper on use of the evidence base to support the development of strategic and operational approaches to achieving key community regeneration and tackling poverty outcomes. There is a large amount of evidence available to Community Planning Partnerships to underpin the development of their poverty and regeneration strategies, and linking these to their Single Outcome Agreements. The paper outlines what is meant by evidence base, where evidence comes from, requirements for improving evidence use in policy and practice and learning from the Improvement Service (IS) / Scottish Centre for Regeneration (SCR) collaborative project, ‘Embedding an Outcomes Approach in Community Regeneration Tackling Poverty’.
