Users of the IS site are invited to submit documents that they think will be of value to other site users. Please note that you must be a registered user of the Improvement Service website and logged in if you wish to submit a new document. Documents submitted will not appear on the site immediately but will be subject to approval by our editorial team.

A National Elected Member Development Strategy for Scottish Local Government has been developed by the IS and a key feature is the development of a Continuous Professional Development (CPD) Framework for Elected Members. A draft Framework was developed in 2008 and six councils volunteered to work with the IS to pilot the CPD Framework from late 2008 on a phased basis. This is an evaluation report of Phase 2, in which Elected Members participated in a personal development planning (PDP) meeting and agreed a personal development plan with an officer from their council.

A draft Framework was developed in 2008 and six councils volunteered to work with the IS to pilot the CPD Framework from late 2008 on a phased basis. This is an evaluation report of Phase 1, in which Elected Members identified their strengths and development needs by completing an online development profile, with the option of doing this on either a self-assessment or a 360 degree feedback basis.
National strategy, developed by the Improvement Service and other stakeholders, aimed at putting in place a series of more focused and structured support arrangements for elected members leading local government through considerable change. The strategy outlines how councils, the IS and other partners will establish development programmes and other opportunities for developing councillors' skills.
During January and February 2009, the IS consulted with all Scottish local authorities and other relevant national organisations on a Draft National Elected Member Development Strategy for Scottish Local Government. This report summarises the key findings of the consultation exercise in relation to: the vision, aims and benefits of the draft strategy; the deliverables; self-evaluation of Elected Members’ Skills Development Programmes; and resourcing the implementation of the draft strategy.
The Improvment and Development Agency (IDeA) has created a series of 23 workbooks to help councillors in their ward roles as community leaders and advocates. The workbooks cover a broad range of generic skills as well as specific service and policy areas, and are useful to new and experienced councillors alike (please note that the workbooks dealing with policy areas may be specific to English local government). They can be used by individuals for personal development, or with groups of councillors as part of a wider development programme.

The Improvement Service has drafted a National Development Strategy for Elected Members in Scottish local government. This strategy was put out for consultation in December 2008 - January 2009. We consulted with all Scottish Council Leaders, Chief Executives, Directors with responsibility for Elected Member support and development, Directors with responsibility for Human Resources and Organisational Development, relevant professional associations and relevant national bodies on the proposed draft strategy.
