Our library contains documents held on the Improvement Service site together with links to documents held externally. A list of websites which also hold publications and information useful to those working in local government is available in our Information Sources section.
Users of the IS site are invited to submit documents that they think will be of value to other site users. Please note that you must be a registered user of the Improvement Service website and logged in if you wish to submit a new document. Documents submitted will not appear on the site immediately but will be subject to approval by our editorial team.

In light of the significant turnover in Elected Members in May 2007 and evidence of widespread variation in approach and capacity of Councils to provide support and development to Elected Members, the Improvement Service commissioned the Institute of Governance and Public Management at Warwick Business School to develop a draft Continuous Professional Development Framework for Elected Members in Scottish Local Government. The Improvement Service is now consulting with all Scottish Council Leaders, Chief Executive's, Directors with responsibility for Elected Member support and development and Directors with responsibility for Human Resources, on the proposed content and format of the draft. Expressions of interest in piloting the Framework (once it has been revised to reflect responses to the consultation) are also being sought. This report takes account of national developments and proposes a training strategy for elected members for implementation following the 2007 elections. It covers induction training and personal development training as well as looking at the roles and responsibilities of elected members.
