This workshop is a suggested approach to exploring the concepts of standards and ethics, and the principles of behaviour that councillors are expected to follow in more detail. It will also introduce councillors to a learning and development framework, and provide a structure for them to identify their strengths, interests and development areas. The facilitator guide gives an overview of workshop, showing the various sessions and activities, advice on preparation and resources, and guidance on what to include in each session.

Programme and learning objectives for councillor induction workshop 4, 'ethical standards and personal development'. This workshop explores in detail the concepts of standards and ethics, and the principles of behaviour that councillors are expected to follow. It also introduces you to a learning and development framework and provides a structure for you to identify your strengths, interests and development areas.
The strengths-based approach to personal development offers an alternative to the training gap model. Rather than identifying people’s weaknesses and helping them to overcome them, the strengths-based approach focuses instead on people’s innate talents, and turning them into strengths.
This exercise will help councillors to review their interests, strengths and areas of development against each of the eight general competencies published by the Scottish Local Authorities Remuneration Committee. It will encourage councillors to reflect on their role, and identify and plan for continuous professional development.
A general competency (or skill) framework and set of role descriptors for councillors, put together by the Scottish Local Authorities Remuneration Committee. The competency framework was built around eight general competencies or skills that the committee argued applied to all councillors.
