Users of the IS site are invited to submit documents that they think will be of value to other site users. Please note that you must be a registered user of the Improvement Service website and logged in if you wish to submit a new document. Documents submitted will not appear on the site immediately but will be subject to approval by our editorial team.

This workbook has been designed as an aid for elected members and will take around 3-4 hours to work through. You do not need to complete it all at once. It will provide you with an understanding of the nature of civil society (non-governmental organisations) and its significance to public services, an outline of the commissioning process and where procurement sits within this and guidance on why commissioning is an important political issue.
The United Nations Centre for Human Settlements (Habitat) has developed and tested a series of training handbooks to assist councillors to represent the citizens, provide civic leadership and effectively work with central government and with the management, technical, and professional staff in local authorities and other local institutions. This handbook covers the concept of negotiation, win-win negotiations, why negotiation is important in local government and how to negotiate more effectively.
