Users of the IS site are invited to submit documents that they think will be of value to other site users. Please note that you must be a registered user of the Improvement Service website and logged in if you wish to submit a new document. This workbook has been designed as an aid for elected members and will take around 3-4 hours to work through. You do not need to complete it all at once. It will provide you with an understanding of the nature of civil society (non-governmental organisations) and its significance to public services, an outline of the commissioning process and where procurement sits within this and guidance on why commissioning is an important political issue.
