Our library contains documents held on the Improvement Service site together with links to documents held externally. A list of websites which also hold publications and information useful to those working in local government is available in our Information Sources section.
Users of the IS site are invited to submit documents that they think will be of value to other site users. Please note that you must be a registered user of the Improvement Service website and logged in if you wish to submit a new document. Documents submitted will not appear on the site immediately but will be subject to approval by our editorial team.

Councillor induction workshop materials
A range of materials that can be used by councils to run induction workshops for councillors. The materials cover four workshops: first days in office and corporate governance; councillors' roles and responsibilities; the governance of Scotland and policy context; and ethical standards and personal development.

This guide is meant as a brief introduction to social media for councillors, outlining how social media can be used to support councillors' leadership roles, create a space for community conversation, keep a finger on the pulse of local needs and campaign for political office and on important local issues. It is targeted particularly at councillors who have some IT skills, and would like to know more. The guidance has been developed by the Improvment and Development Agency (IDeA), the Leadership Centre for Local Government and the National Association of Local Councils and Standards for England.

The supporting councillors framework: a best practice guide for councils
This framework has been developed to help councillors and councils review their support arrangements. The framework aims to help councillors, individually and collectively, to consider their support needs in the context of their roles within their own local authority and how best the authority can provide a range of support for their various roles and personal circumstances. It also aims to enable officers to evaluate the support they provide to their elected members against what may be considered good practice.
Please note that this framework has been produced by the Improvement and Development Agency. As such, it's focus is on English councils and councillors.
