The Framework and Guidance Notes for the 2007- 8 Efficiency Statements were issued by COSLA to Local Authority Chief Executives and Directors of Finance. They were issued at this point to ensure Councils have the Notes in good time for preparing their Statements and also as a reminder that COSLA will require to provide the aggregate figure for cashable efficiencies achieved by Local Government for 2007/08 to Scottish Government by end of August 2008. The notes are broadly the same as those issued for the 2006/07 Statements with only a few minor amendments.
Local authorities have recognised that, as part of the partnership arrangement with the Scottish Executive, they have a new role to demonstrate the efficiency gains delivered each year. Following the publication of 'Efficient Government –The Next Steps' and 'Efficient Government – Proposed Monitoring Framework',
it was recognised that to support local authorities with future reporting a suite of standard measures should be prepared to assist local authorities in producing annual efficiency statements.
This framework document has been produced to assist local authorities in preparing efficiency statements for 2006/07.
This paper sets out the findings of the first in-depth study into Efficient Government in Scotland. It sets out current efficiency gains, projected gains for 2006/2007, plus areas of activity where efficiency gains have been highlighted.
