Improvement Service

Scottish local government service framework for developing productivity and efficiency measures. The classification was used to structure the October event and focus discussion by the event participants. It is not indented to proscribe actual organisational structures, which remain a matter for individual councils.

The project to develop a national set of Efficiency and Productivity measures was primarily commissioned to provide a common framework for councils to calculate efficiency improvements so that the Annual Efficiency Statement can be populated on a consistent basis. The project has identified 25 high-level measures that will track efficiency and productivity savings and span all the major service areas. CHN1 measures management and support services provided and funded directly by the education service.

RG1 measures the proportion of rent lost against the total rent due, due to voids which are the result of homes being empty because adequate steps were not taken to release them following the departure of a tenant.

RG3 measures the costs of housing management including policy and management, managing tenancies and rent collection and accounting.

The project has identified 25 high-level measures that will track efficiency and productivity savings and span all the major service areas. CS1 measures the total cost of collecting council tax divided by the total number of properties required to pay the tax.

The project has identified 25 high-level measures that will track efficiency and productivity savings and span all the major service areas. CS2 measures the total cost of the HR service per 1,000 FTE employees.

The project has identified 25 high-level measures that will track efficiency and productivity savings and span all the major service areas. CS3 measures the number of ICT workstations, including PCs, which are supported by the ICT specialists of the organisation, whether this is provided by in-house staff or by an external organisation under a support contract.

CM1 measures the amount of time operational property assets are open and available for use. This is calculated as a percentage against a baseline of 24 x 7 availability.
