Our library contains documents held on the Improvement Service site together with links to documents held externally. A list of websites which also hold publications and information useful to those working in local government is available in our Information Sources section.
Users of the IS site are invited to submit documents that they think will be of value to other site users. Please note that you must be a registered user of the Improvement Service website and logged in if you wish to submit a new document. Documents submitted will not appear on the site immediately but will be subject to approval by our editorial team.

This publication is intended to provide a progress summary of the work undertaken by the
Improvement Service during 2006/2007. The information is provided against the specific aims and objectives we identified for 2006/7
using the terms such as “We will” or “This programme aims to” with subsequent outcomes identified under the heading “What we achieved”. The summary is presented under the broad themes and programmes that the Improvement Service focuses on. These are: Developing Capacity, Best Value and
Improvement, Partnership and Joint Working, Efficient Resourcing and Performance
Management, Customer First, Knowledge Management and Research.
The Improvement Service Business Plan 2007/2008 is built around the following three core themes as agreed with the Improvement Service Board of Directors:
Supporting the development and sharing of leading practice through effective knowledge management and capture.
Creating a national framework and resources for top executive development and 'delivery end' leadership development.
Supporting Best Value by enhancing governance and performance management capacity across Scottish Councils.
These themes support, and are supported by our related national programmes 'Customer First' and Shared Services programmes.
