Our library contains documents held on the Improvement Service site together with links to documents held externally. A list of websites which also hold publications and information useful to those working in local government is available in our Information Sources section.
Users of the IS site are invited to submit documents that they think will be of value to other site users. Please note that you must be a registered user of the Improvement Service website and logged in if you wish to submit a new document. Documents submitted will not appear on the site immediately but will be subject to approval by our editorial team.

By completing this P3M3 self-assessment questionnaire, a relatively quick evaluation of the current organisational maturity with respect to portfolio, programme and/or project management is obtained. It may also be used as an introduction to the P3M3 model.
This document sets out the attributes for each of the seven Process Perspectives within the Programme Management Maturity Model, at each of the five Maturity Levels, along with a description of each attribute. The model was developed from research work undertaken during the preparation OGC’s Managing Successful Programmes (MSP™) framework and the subsequent experiences of MSP and the original version of P3M3.
This guide outlines the role of the Centre of Excellence in coordinating and supporting delivery of projects and programmes and provides a quick reference to good practice and a routemap to more detailed sources and guidance. It aims to help organisations achieve better, more consistent delivery of programmes and projects.
