The Improving Local Outcome Indicators Project (ILOIP) exists to assist those involved in CPPs to identify and access the most relevant suite of outcome indicators for use in their Single Outcome Agreements (SOA).
The project was established by SOLACE in 2009 to review the wide range of indicators used in SOAs. Since then, the project has engaged a wide range of partner agencies involved in SOAs / CPPs. The project has developed a Menu of Indicators, which reflect the main outcome areas included within SOAs and the most relevant and robust outcome indicators available.
Whilst the initial task of producing the Menu has been completed, ongoing work continues in order to address known data gaps and to encourage use of the Menu and Good Practice Note across CPPs.
The ILOIP work is overseen by a Project Board, which is chaired by SOLACE and includes input from Scottish Government, Audit Scotland and the Improvement Service.
Menu, Good Practice Note, and access to outcome data
The Menu of Local Outcome Indicators was revised initially in Nov 2009 in order to provide:
- a significantly improved list of outcome indicators;
- detailed metadata for each indicator;
- improved presentation;
- an accompanying Good Practice Note;
- a single website for accessing outcomes data.
Changes aimed at improving the Menu and addressing data gaps mean that further updates and refinements will continue to be developed.

We are keen to maintain an awareness of developments that are planned for various data that may affect the Menu. The 'known activities' grid provides a brief overview of data developments that are known about and which may impact on the availability of outcome indicators. We would appreciate if anyone who is aware of other potentially relevant data developments would contact the project to provide an update.
Suggestions for improving the menu
Any suggestions for additional outcome indicators to be included in the Menu are welcomed and should be sent to the project team. Suggested additions should be in line with the criteria agreed by the ILOIP Board.
Survey on Use of Menu
A survey on the use of the Menu of Local Outcome Indicators was carried out in early 2011. A report summarising the results and including the responses agreed by the ILOIP Board can be downloaded. In overall terms, the survey was largely positive, in terms of awareness and use of the Menu, Good Practice Note and Data reports. A number of suggestions for further developing the work emerged from the survey and these are currently being taken forward.
Support Available in Using Indicators
Assistance is available from the Scottish Government for those involved in CPPs’ SOAs. Support and advice can be provided in a range of areas relating to use of the Menu, the Good Practice Note and the Local Outcome Indicators data report on SNS. This may include, for example, support in selecting, accessing, reviewing, interpreting or reporting on indicators.
