Development Manager Tom McHugh has been named as the Improvement Service's Director for the Public Service Improvement Framework (PSIF).

The new role was created to oversee the development and implementation of the management arrangements for future PSIF activities, support the PSIF Board and associated groups and ensure critical deliverables are achieved.

The Director will also ensure that outputs from PSIF interface with other national programmes and initiatives, for improving approaches against effective performance management, and is supported by The Scottish Government, SOLACE, COSLA and Scottish Local Authorities. To work specifically with the Director of Performance and Governance for aligning PSIF with the development of Single Outcome Agreements between The Scottish Government and Local Government.

KEY TASKS:

Specifically in relation to his role as Director of PSIF, Tom will be responsible for:

  • Ensuring that management arrangements reflect the expectations of all PSIF organisations, the Scottish Government, SOLACE, COSLA and other relevant stakeholders, and that they are engaged in the future development and roll out of PSIF.
  • Implementing the required project management processes and procedures to support the management arrangements, including supporting the governance around PSIF.
  • Establishing a development programme and managing work packages around this for providing a future self-assessment model, with supporting guidance, that is fit for purpose, and to ensure activities are clearly articulated, and endorsed by all PSIF organisations and participants, including deliverables and targeted milestones.
  • Providing regular management reports against the development plan to inform progress to the PSIF Board, The Scottish Government, COSLA, SOLACE, PSIF Groups, and all PSIF participants.
  • Establishing a peer review process to ensure the integrity, quality and intellectual capacity of PSIF is properly maintained to meet external environmental changes and meeting the internal corporate self-assessment objectives of PSIF organisations and participants.
  • Working specifically with the Director of Governance and Performance Management in developing the appropriate interfaces from PSIF to other national performance management programmes and initiatives, including the development of Single National Outcome Agreements;
  • Working specifically with the Director of Shared Services in developing the appropriate interfaces from PSIF and align these with programmes/projects outcomes/outputs.
  • Ensuring all required links between the PSIF Programme, the Governance and Performance Management Programme and IS Knowledge Management programme are maintained.
