One Scotland Mapping Agreement

The One Scotland Mapping Agreement was signed in Edinburgh on the 14th May by John Swinney, Cabinet Secretary for Finance and Sustainable Growth and Iain Wright Parliamentary Under Secretary of State in the department of Communities and Local Government, the UK government minister responsible for the Ordnance Survey.

The Agreement represents a new partnership between the public sector and Ordnance Survey, within the context of One Scotland, One Geography, GI Strategy for Scotland. It enables data-sharing and information delivery via web services and underpins the thematic approach adopted e.g. for the OneScotland Gazetteer and will fulfil Scotland's requirements under INSPIRE. Public sector procurement of base data is fundamental to establishing our Spatial Data Infrastructure and the Ordnance Survey, as the biggest supplier, has been engaged first. The new Agreement replaces two previous Great Britain agreements: the Mapping Services Agreement (MSA - which applies to local authorities) and the Pan Government Agreement (PGA - which applies to Government departments and Non-Departmental Public Bodies).

The negotiations, which form the basis for the agreement, have been ongoing over the last two years and have been led by Duncan Macniven, the Registrar General for Scotland, supported by Cameron Easton, Scottish Government, representing ex PGA members and Iain McKay, Improvement Service, representing ex-MSA members. The negotiations have been complex, having had to balance the constraints placed on the Ordnance Survey in terms of their Trading Fund status and responsibility for protecting Crown Copyright against our requirement for less restrictive access arrangements to Ordnance Survey products. Whilst, not all our aspirations were achieved, the Agreement is considered to be an excellent start to what will hopefully be an ongoing partnership
