A workshop for all Scottish councils using or considering using the Lagan enterprise caseload management system was held in Edinburgh on 19 February by the Improvement Service and West Lothian Council.

Thirteen Scottish councils covering 1.65 million customers are currently using the Lagan solution after the Customer First programme negotiated a national framework agreement with Lagan Technologies Ltd. This agreement means councils can purchase the Lagan solution at rates and conditions typically not available to a council acting on its own.

The February workshop was attended by representative of half of Scotland's councils and chaired by Alex Linkston, West Lothian Council's chief executive and National CRM Programme Board chair. It was built around three distinct themes:

  • Partnership Working
  • Knowledge Sharing
  • Building Capacity

Delegates focused on taking stock of the achievements realised to date though, more critically, the workshop:

  • explored the challenges encountered by councils in terms of deployment, resourcing, skills and capacity
  • considered further opportunities possible
  • identified ideas and solutions to maximise collaborative working and realise councils return on investments in the Lagan solution

Building on the workshop discussions and feedback, the Improvement Service's Customer First Programme is now working to take forward, with councils and Lagan, the range of opportunities identified. The action plan emerging from the workshop is currently under preparation and will be available by end of March 2009.
