A SOLACE-led project which will further refine the indicators used in measuring progress achieved in the delivery of Single Outcome Agreements (SOAs) has been established. The project will be chaired by SOLACE's David Hume, Chief Executive of Scottish Borders Council. He said:

"The development of an ‘outcomes focused' approach to public service delivery presents a major challenge in terms of how public sector performance is measured, assessed and managed.

"In particular, the shift from the traditional measurement of inputs and outputs to a clear focus upon the achievement of outcomes will require the development of new outcome-focused indicators and performance management frameworks.

"This project will pull together all of the key partners from across the public sector. We will concentrate on developing and refining the most relevant indicators, ensuring they are robust and that they help us clearly focus on making a difference within communities on the issues that really matter."

The Improvement Service will work with SOLACE to facilitate the project. Scottish Government and other key public sector organisations, such as NHS, Police, Fire, and the Enterprise agencies will all participate in the project.

Colin Mair, Chief Executive of the Improvement Service said:

"The issue of improving local outcome indicators is one that all 32 Community Planning Partnerships require to address. By undertaking the work on a co-ordinated basis, the intention is to facilitate an efficient and effective solution, which will be of practical assistance to all.
