A literature review on organisational performance management in government has been published by the Scottish Government.

Organisational Performance Management in a Government Context: A Literature Review summaries international literature with the intention of highlighting best practice in organisational performance management and its applicability in a central government context. The report also assesses:

  • how organisational performance management frameworks can be used to assess organisational risk within the Scottish public sector;
  • how and why certain performance measures and indicators are chosen, developed and collated;
  • what works in the implementation and ongoing management of a performance management framework;
  • how an organisational performance management framework can be sustained.

Although the research focuses primarily on central government, its theme and findings have relevance to all public sector organisations, and local government organisations participated in the research.
