Aberdeenshire, East Lothian, Falkirk, Fife, South Ayrshire, Scottish Borders and West Dunbartonshire will begin implementation of the draft CPD Framework in Autumn 2008 after expressing an interest in doing so during the consultation.

The key objectives of the pilot project are to:

• develop a robust Elected Members' CPD Framework for use by Scottish local authority elected members;
• develop an electronic self-assessment political skills questionnaire and analysis toolkit;
• implement and evaluate the CPD Framework in each of the seven pilot councils, prior to launching it nationally;
• work collaboratively with the pilot councils to design a suite of development modules and, where appropriate, e-learning packages to support the implementation of the CPD Framework.

The design and development of the development modules and e-learning packages will run in parallel with the piloting of the Framework in the seven councils. The implementation of the CPD Framework will be fully evaluated prior to it being launched nationally for use by all councils.
