Our Organisational Development and Capacity Building programme aims to improve organisational development and leadership in councils from the top down by providing cost-effective training and development for elected members, management and staff.
Our current areas of work are:
- Leadership development - working with councils and other public sector organisations to support development of strategic leaders across the public sector. This includes developing and delivering a pilot leadership programme with the Scottish Government and other public bodies.
- Management development - ensuring that management development activities reflect the increased focus on outcomes and collaborative leadership. This includes working with councils to identify current management development activities and highlight best practice, and piloting and evaluating an accredited management development model for use within councils.
- Knowledge and practice sharing - creating an organisational development network across councils and partnerships to develop and share leading practice in organisational design and development and change management capacity and expertise. This includes a project to examine the implications for organisational development of Single Outcome Agreements.
- E-learning - ensuring that the widest range of organisational development materials are available in an e-learning, electronic or interactive format and can be accessed by the user in whatever way they choose.
- Planning development - continued delivery of the Planning Development Programme, which supports improved training and development for staff in planning services and for elected members with planning responsibilities.
- Workforce planning - supporting COSLA and councils in implementing strategic workforce planning and making local government in Scotland an employer of choice. This includes working with COSLA and the Society of Personnel Directors Scotland on the national workforce and capacity planning project.
