Access2Learning (A2L) is the Improvement Service's free e-learning platform. It offers a wide range of learning resources designed to enhance staff development across Scottish local government, public and third sectors. It contains resources on different topics that can be used on your organisation's learning management systems and some that can be adapted (if permissible) to suit your organisations needs. Resources are produced by councils themselves, by the Improvement Service, or by a wide range of other organisations.

A2L is aimed at learning and development staff or managers involved in training local government, public and third sector staff. It can also be used for staff across these sectors that require access to specific training resources that are hosted on the platform.
Resources are available on diverse subjects including: Workforce Planning, Health and Wellbeing, Leadership & Management, Financial Management, Welfare Reform and Getting it right for every child (GIRFEC).
Resources include SCORM compliant e-learning modules, workbooks, articles, web links, briefing notes and case studies.
The Improvement Service works in partnership local authorities. Its role is to facilitate the sharing of resources to support learning and development needs. Although it has developed some of the resources available on A2L, ultimately its role is the facilitation of sharing between councils, public sector and third sector organisations.
