The Improving Local Outcome Indicators Project (ILOIP) exists to assist those involved in CPPs to identify and access the most relevant suite of outcome indicators for use in their Single Outcome Agreements (SOA). It is a work-stream of the Improving Data and Evidence Project.
The ILOIP project has developed a Menu of Indicators, which reflect the main outcome areas included within SOAs and the most relevant and robust outcome indicators available.
The Menu of Local Outcome Indicators is constantly reviewed in order to provide:

The latest data relating to the Menu indicators can be accessed via The Local Outcome Indicators' data report on the Scottish Neighbourhood Statistics website (www.sns.gov.uk). (Within SNS, click on ‘Standard Reporter’. Then click on 'Performance Framework report'. Then, from the first drop down menu, choose 'Local Outcome Indicators'. A report on 'Local Outcome Indicators by Equalities Characteristics' is also available from the sub-report Menu).
We are keen to maintain an awareness of developments that are planned for various data that may affect the Menu. The 'known activities' grid provides a brief overview of data developments that are known about and which may impact on the availability of outcome indicators. We would appreciate if anyone who is aware of other potentially relevant data developments would contact the project to provide an update.
The detailed work of the ILOIP project is carried out by the IED task and Advisory Group, comprising a number of officers from central government, local government and partner organisations. New members are always welcome. If you wish to consider getting involved, please contact Dette Cowden.
The Environmental Indicators Framework supports measures in the Menu of Local Outcome Indicators. It shows how indicators can be used to describe the state of the environment and hence contribute to the Area Profile, to describe progress towards outcomes and the activities required to support that progress. The Framework is still in development - we welcome your views via the Knowledge Hub group.
The nature of the Menu means that there will always be scope to further refine and improve its content, as new and more robust indicators are developed. The approach taken to development of the Menu, therefore, is one of continuous improvement. This has to be balanced with ensuring appropriate continuity of data in order to enable changes to be tracked over time. This is the reason that there are regular updates and improvements made to the Menu. The Menu Changes Log summarises changes made to earlier versions of the Menu.
The Menu is currently undergoing a more extensive review process. Any suggestions for changes to existing indicators or additional outcome indicators to be included in the Menu are welcomed and should be sent to the project team. Suggested additions should be in line with the set criteria.
Analytical assistance is available for those involved in CPPs’ SOAs. Support and advice can be provided in a range of areas relating to use of the Menu, the Good Practice Note and the Local Outcome Indicators data report on SNS. This may include, for example, support in selecting, accessing, reviewing, interpreting or reporting on indicators.
