Post Title: Improvement Officer x 2

Salary: £28,063 - £30,536

Duration of contract: 1 x 12 months, 1 x 6 months (Secondments will be considered for these posts)

Hours: Standard working week is 36 hours, Monday to Friday. Hours can be worked flexibly in agreement with the Line Manager.

Location: East Lothian Council, John Muir House, Brewery Park, Haddington. Some travel to other sites will be required.

 

Background

The Improvement Service (IS) is a publicly funded company limited by guarantee, with a total annual budget in the region of £8 million. We exist to support councils and their partners to improve the health, quality of life and opportunities of all Scottish people through community leadership, strong local governance and the delivery of high quality, efficient local services.

 

The IS is working in partnership with East Lothian Council, to support the council as it delivers its transformation programme. The posts will be based within East Lothian Council working within the Transformation Programme Team on specific improvement projects.

 

About the roles

An exciting opportunity has arisen for two fixed term Improvement Officer posts who will be based within East Lothian Council working within the Transformation Programme and reporting to the Transformation Programme Manager. For both posts, knowledge of lean or lean six sigma is required.

 

Post 1:  Improvement Officer Housing and Property Management (Fixed Term for 12 months)

This post holder will undertake a lean review of core Housing and Property Management processes and their interactions with the Housing IT system, to identify improvements, opportunities for digitisation and efficiencies, in order to support the council in deciding whether the existing system is fit for purpose or if there a business case for procuring a replacement system/systems.

Post 2:  Improvement Officer HR and Payroll (Fixed Term for 6 months)

The key objectives of this role will be to apply lean/lean six-sigma techniques to core HR processes, mapping as-is and to-be processes, data gathering and quantifying benefits, developing an implementation plan for the required changes and delivering quick wins, in partnership with the service. This will facilitate the implementation of a new HR and payroll IT system.
