The Money Advice Service (MAS) is leading and coordinating the Financial Capability Strategy for Scotland, which aims to improve people’s ability to manage money well and their ability to handle periods of financial difficulty. Children and young people, and young adults are two key themes within the strategy.
The Youth Practice Outcomes Framework is designed to inform the work of institutions whose staff – employees or volunteers – are engaging with young people and/or young adults (between 13 and 25 years old) to improve their financial capability. The Framework forms part of a comprehensive evaluation toolkit and contains a set of outcomes and indicators that youth practitioners and youth-facing organisations can use to guide the design and delivery of their financial capability interventions. It is important to note, however, that the framework does not cover the training or competency needs of staff in youth-facing organisations.
The framework was developed for MAS by a consortium of three organisations: Renaisi, Centre for Youth Impact and Developing Youth Practice. Earlier in the year a series of practitioner consultation workshops were held in England, Scotland and Wales to inform its development.
Working in partnership with the Improvement Service, MAS is looking to identify a small number of early adopter local authorities or wider stakeholders in Scotland to ‘have a go’ at using the outcomes framework to improve their practice in helping young people and young adults manage their money better.
This framework can be used at an organisational or individual level and participating organisations can choose to focus on what is most helpful to them. We will provide guidance and a briefing on the framework and in return are looking for feedback by end of November 2017 on:
The information gathered will be used to further develop the outcomes framework before it is published on the MAS website early in 2018. We are also seeking to create some case studies of how different organisations have used the framework.
