A consortium of Scottish local authorities – under Falkirk Council’s lead - developed and launched the Change Management Action Pack in 2005. The initiative was one of a number of work streams within the Customer First programme. The Change Management Action Pack is a collection of documents and presentations intended to offer good practice guidance for any public sector organisation undergoing significant change.
Areas covered by the Action Pack

Consultation Methods - Good practice guidance on consultation methods including techniques for identifying and managing stakeholders and their interests.

Trade Union Consultation - Good practice guidance on techniques for working with Trade Unions including recommendations to secure the involvement of Trade Unions in the change process.

Training - a package of training to assist employees who are undergoing any change; who are undertaking new roles; or who are required to work together and in partnership with new colleagues.

Leadership - a package of Leadership Behaviours against which managers can be assessed to identify training needs for managing the change process.

Contractual and Remuneration Issues - Good practice guidance on identifying the contractual and remuneration issues which need to be addressed as part of any change process.

Communication Strategy - a recommended communications strategy for a change process.

HR Strategy - a recommended HR Strategy based on best practice covering areas such as family friendly policies etc.

Recruitment - identifying methods and recommended best practice for recruitment to posts including slotting and matching.
