The Improvement Service (IS) has recognised that it is often the provision of dedicated resources and hands-on support that councils find most useful. We have a track record of doing this successfully from our core resources across a range of local government programmes and projects including:

- Public Sector Improvement Framework (PSIF)
- Customer First
- National Recruitment Portal
- Pensions Pathfinder
- Public information Notices Portal (PINS)
The Diagnostic Pathway was a specific IS-supported collaborative programme undertaken in 2008/09 which focused on identifying opportunities for efficiency improvements across the 32 Scottish councils. The IS brokered over £4.5m investment from Scottish Government to directly support councils undertake this initiative. The output from the diagnostic provided the basis for a number of the major components included in the change programmes now being implemented by many councils, with associated savings of over £150m forecast across the sector.
Following the initial IS support for the diagnostic, there has been an increasing demand for additional targeted support for these change programmes and this has led us led us to develop plans for the consulting support outlined below.
