Simple terms explainer

Councils are formally appointed by the Scottish Ministers to act as the official “verifier” for building standards in its area. In this role, it provides an independent check that building work complies with building regulations, both at the design stage and during construction. The verifier role is not about supervising building work or guaranteeing workmanship, but about protecting public safety and the wider public interest. Councils must carry out this role impartially, consistently, and in line with national standards and performance frameworks.
