Where a building poses an immediate and serious risk to public safety and the owner has not taken appropriate action, the council can step in and carry out emergency works to make the building safe. These works are focused on reducing danger, such as stabilising structures, removing hazardous elements, or securing the site. After carrying out the work, the council has the power to recover the reasonable costs from the building’s owner. This ensures urgent risks can be addressed quickly while maintaining owner responsibility.
