Councils must publish a Local Outcomes Improvement Plan (LOIP) for their area and prepare Locality Plans for communities experiencing the greatest levels of inequality. The LOIP sets out shared priorities and long-term outcomes agreed through the Community Planning Partnership, focusing on improving wellbeing and reducing disparities. Locality Plans provide targeted actions for specific areas where disadvantage is most acute, ensuring resources and interventions are directed where they will have the greatest impact. These plans must be developed collaboratively, reviewed regularly, and made publicly available to promote transparency and accountability.
