Simple terms explainer
Councils can transfer or lease land and buildings to community organisations for less than market value, provided doing so creates a clear benefit to the local area. This means if a community group can show how using the land or building will support social, economic, environmental, or health improvements the council is expected to favour that outcome over profit. The aim is to empower communities by helping them own, manage, or use assets in ways that directly benefit residents, unless there’s a well‑justified reason not to agree.
