Simple terms explainer: 

Councils have the power to do anything they believe will improve the well-being of people in their area. They can create projects, provide services, or take actions that make communities healthier, safer, and more prosperous. Councils must have regard to any guidance issued by the Scottish Government. They cannot use the power to do anything that is expressly prohibited or restricted by other legislation, nor can they use it in a way that unreasonably duplicates the statutory functions of another body. Councils cannot raise money through taxes, borrowing, or other charges under this power, except for making reasonable charges to cover the cost of goods and services provided.
