Simple terms explainer:

Where early learning and childcare is provided beyond the statutory funded entitlement, local authorities may charge fees. Any charges must be transparent, clearly explained to families in advance, and set at a level that is fair. This applies only to provision that sits outwith the funded entitlement and must not affect access to the statutory funded offer, which must remain free of charge.
