Simple terms explainer:
Local authorities must consult at least once every two years with persons who appear to be representative of parents of children in attendance at a school - covering both those who are in need and those who are not in need - about how the authority should provide appropriate care for such children. For children in need, the consultation concerns how the authority should provide appropriate care. For children not in need, the consultation concerns whether and if so how the authority should provide appropriate care. Following consultation, the authority must have regard to the views expressed and must prepare and publish plans accordingly for both groups.
