Simple terms explainer:

Local authorities must consult at least once every two years with persons who appear to be representative of parents of children under 5 who are not in school - covering both those who are in need and those who are not in need - about how the authority should make care available. Following consultation, the authority must have regard to the views expressed and must prepare and publish a plan setting out how it intends to provide day care for children under 5 who are not in school and in need, and its plans in relation to provision for those who are not in need.
