Simple terms explainer: 

Local authorities must consult, at least every two years, with parents of children under school age on how early learning and childcare (ELC) should be made available in their area. They must have regard to the views expressed through this consultation. Following consultation, local authorities must prepare and publish a plan setting out how ELC will be delivered in their area. This plan must reflect parents’ views, explain how local needs will be met, and set out how the authority will deliver the funded ELC entitlement, including the 1,140 hours provision.
