Simple terms explainer: 

Local authorities must ensure that funded early learning and childcare (ELC) is delivered within a set statutory framework. Funded ELC must be provided in sessions lasting no more than 10 hours per day and must be delivered over at least 38 weeks each year. These requirements help ensure funded provision is delivered consistently and in a way that supports children’s wellbeing and family needs. This is sometimes referred to as the “minimum framework” for the delivery of funded early learning and childcare.
