Simple terms explainer:

When planning and delivering early learning and childcare (ELC), local authorities must have regard to the desirability of flexibility and parental choice. This includes considering flexibility in hours, patterns of attendance, weeks of provision per year, and the range of provider types available. Councils should consider how ELC is made available in ways that offer families meaningful choice and flexibility, and how provision can fit with different family circumstances, where this is reasonably practicable.
