Simple terms explainer:

Local authorities must identify, provide for, and regularly review any additional support needs of eligible children accessing early learning and childcare (ELC). This means they are responsible for recognising when a child needs extra support to take part in ELC, ensuring appropriate support is in place, and reviewing that support as the child’s needs change. The aim is to ensure all eligible children can access and benefit from ELC on an equitable basis.
