Simple terms explainer: 

Councils must process and issue child performance licences to make sure children under school-leaving age can take part in performances, modelling, or sporting activities safely and legally. This includes checking that the activity won’t harm the child’s health, wellbeing, or education. Councils also assess applications for Body of Persons Approval (BOPA), which allows groups to perform without needing individual licences for each child, as long as no child is paid and no school time is missed. These responsibilities are set out in Scottish law, and councils must follow strict rules to protect children involved in public performances.
